Unlicensed Doctor Convicted for Fraud and Forgery

Bellville: The Bellville Specialised Commercial Crimes Court has convicted Junior Umbela Kayoyo, aged 40, on charges of fraud, forgery, and uttering. The conviction was announced today, 03 March 2025, following the defendant’s illegal medical practice activities in 2018 and 2019.

According to South African Police Service, Kayoyo engaged in medical practice without proper registration as mandated by the Health Professions Act 56 of 1974. He examined patients, issued sick notes, and dispensed medication using the credentials of registered practitioners. This misconduct was discovered during raids conducted in June 2018 and October 2019, which led to his arrests on both occasions.

Kayoyo was among six suspects apprehended during an intelligence-led operation targeting 15 locations across Bellville, Paarl, eMbwekweni, Khayelitsha, and Philippi. The operation involved the Western Cape Hawks’ Serious Commercial Crime Investigation team, the police’s forensic science laboratory, and the Health Professions Council of South Africa (HPCSA).

On 03 March 2025, Kayoyo entered a guilty plea to the charges of fraud, forgery, and uttering. Since his initial arrest in 2018, he has been out on bail set at R5000. The sentencing has been scheduled for 03 April 2025.

The Provincial Head of the Hawks in the Western Cape, Major General Makgato, expressed approval of the conviction, emphasizing the detrimental impact of fraudulent medical practitioners on the profession and public safety.
