Proposals to amend the Subcouncil boundaries

STATEMENT BY THE SPEAKER, ALDERMAN FELICITY PURCHASE

 

At the Inauguration meeting of Council on 18 November 2021, Council delegated the Executive Mayor to appoint a person to initiate the process to establish the new boundaries of Subcouncils.  The Executive Mayor appointed Alderman Matthew Kempthorne to initiate the process to establish the new boundaries for Subcouncils.

 

The need for the establishment of new boundaries for Subcouncils is necessary because new Ward Boundaries were determined for the 116 Wards in the City for the new term of Council by the Demarcation Board for the new Local Government Elections that were held on 1 November 2021.  As a result of the change in Ward boundaries, Subcouncil boundaries will have to be amended.

 

A Multi-Party Committee comprising all the parties in Council was established to provide input and proposals on the new boundaries for Subcouncils.  The Multi-Party Committee concluded their deliberations and decided to submit six proposals for the new boundaries of the Subcouncils, to Council.

 

At the Council meeting held today, Council decided to approve that six proposals, submitted by the Democratic Alliance, African National Congress, Aljama-ah, Democratic Independent party, Patriotic Alliance, and the Cape Independent Party, be advertised for public comment on the amendment to the Subcouncil By-Law to include one of the two proposals for new boundaries for the Subcouncils in an amended Draft Subcouncil By-Law.

 

These proposals as approved by Council will now be advertised in the newspapers for public comment and input. The draft Subcouncil By-Law and maps depicting the new proposed Subcouncils will be available for scrutiny by the public on the City’s “Have Your Say” website as well as at Subcouncil Offices and the City’s Libraries. This will be available after the advert appears in the newspapers.

 

The Public Comment period will close on 16 January 2022 and after the public comments period has been concluded, all the comments received will be submitted to the Multi-Party Committee for consideration and the Multi-Party Committee will make a final recommendation to Council.

 

Council will then make a decision on the new boundaries of the new Subcouncils at the Council meeting scheduled for 27 January 2022.
