Minister Lamola address to the media on a fire incident at private run facility Kutama Sinthumule

The Deputy Minister and I have inspected the Kutama Sinthumule Correctional Facility following a fire that occurred yesterday afternoon. This facility is operated by a private company, South African Custodial Management, through a Public Private Partnership.

On the 7th of August, 2023, a fire incident was reported to the Department of Correctional Services at approximately 4 PM. The department responded promptly and secured the facility with law enforcement officials, preventing escape attempts. However, the damage caused by the fire is extensive, destroying a significant portion of the facility.

The inmates started the fire due to their grievances with the facility management. They were also unhappy with the disciplinary action taken against an inmate who had been moved to the Special Care Unit.

An outbreak of unrest and destruction at the facility prompted the South African Custodial Management company to declare an emergency. As a result, the Department of Correctional Services intervened to restore stability to the facility.

We commend the Correctional Services officials who responded timeously and stabilised the centre. The centre is under total control. The state's authority has been asserted because of the intervention by DCS.

It's disheartening that these complaints led to the destruction of state property. The instigators have been identified, and an investigation will be launched urgently.

The Department of Correctional Services strictly prohibits inappropriate behaviour within correctional facilities. Any such behaviour will not be tolerated under any circumstances.

While it's understandable for offenders to raise concerns, it's unacceptable for them to destroy property without consequences.

Our Department of Correctional Services will coordinate their work with the management of this facility until it is fully cleared and securely cordoned off. This will enable a thorough assessment of the damage sustained. Presently, inmates are being relocated to various facilities throughout the nation.
