Health Department former system controller and spouse appear in court

EASTERN CAPE –Anelisa Pencil Qongqo (34) former employee at the Department of Health and her husband Lulamisa Qongqo (48) are appearing this morning in the East London Magistrate’s court for legal representative and bail application on charges of fraud.

 

It is alleged that on 26 May 2016, two (2) fictitious payments that did not form part of the reported accruals were made by the Department of Health in the Amalahleni District. These fictitious payments were to a company named Mampemvu Trading Enterprises which did not form part of the reported accrual where the user name and password of the Director of Finance and Supply Chain were used without his knowledge. It is further reported that there were other various payments which were made to 7 companies without the appropriate approval documentation. Monies were deposited into these companies’ bank accounts without services being rendered .It is further reported that Lulamisa Qongqo, the husband to Anelisa, was the mastermind behind the fraudulent transactions wherein he is reported to have got the lion’s share.

 

The matter was reported to East London Serious Corruption Investigation team for probing which culminated in the arrest of the Qongqo couple on 22 July 2021.The couple made a brief appearance in the East London Magistrate’s court on the very same day and the case was rolled over to 23 July 2021 for legal representation while the accused were remanded in custody.
