Welkom: A search and seizure operation was conducted on 24 January 2025, by Welkom-based Hawks Serious Corruption Investigation based on information received of irregular payments made to a service provider for municipal fleet repairs. The search and seizure emanates from an enquiry into allegations of fraud at the Fire Department in Mafube under Fezile Dabi District Municipality.
According to South African Police Service, it is alleged that in 2018, the Chief Manager at the Fire Department instructed drivers to take municipality vehicles for repairs to Pro Voertuig in Sasolburg and use the fleet card to pay for services. This instruction was carried out despite being against municipal policy, which only permits the use of fleet cards in emergency situations with prior authorization from the Supply Chain or Finance divisions.
Municipal vehicles taken to Pro Voertuig for repairs reportedly returned with persistent issues and required further repairs by other service providers. It is further alleged that the Chief Manager used the fleet card to swipe R10,000 daily to settle payments with Pro Voertuig. The matter was reported to the Hawks, prompting an investigation. However, multiple requests for necessary documents from the Municipality went unanswered.
On 16 January 2025, the Investigating Officer sought and was granted a search warrant by the Magistrate. Consequently, on 24 January 2025, the investigation team seized relevant documents deemed necessary for continuing the investigation. The investigation into the matter is ongoing.
