The City of Cape Town’s Events and Film Department is calling on residents, stakeholders and interested parties to comment on the Draft Film Policy, 2021. The Draft Film Policy, 2021 will replace the City’s Film Policy and Protocol, 2004.
The draft Film Policy seeks to position Cape Town as a globally competitive film destination, renowned for the quality and variety of its world-class locations, studios, facilitation companies and specialised crew.
It will also guide the City of Cape Town on how to work with role players to build a film industry that contributes to City objectives, such as economic growth, job creation and social inclusivity in Cape Town.
The draft film policy also intends to adopt strategies that will ensure a supportive and enabling environment that includes engaging with relevant role-players to advocate on behalf of the local industry.
Additionally the policy seeks:
To build a capable, collaborative, resilient, sustainable and inclusive film industry with the ability to withstand local and international challenges
To build mutually beneficial relationships to reduce barriers to entry and to grow and transform the industry.
To assist and guide the City in managing and regulating film-related activities in an efficient, effective and sustainable manner, thereby providing clarity to all residents, role-players and stakeholders.
‘Cape Town has developed a strong global brand and with this film policy, we want to build on that strength and reputation to further shape this city as a premium film destination that will contribute to economic growth, job creation and social inclusivity. The new policy aims to address four pillars to achieve this goal, including skills development, marketing and sales, transformation and infrastructure development.
‘One of the exciting elements of this policy is that it paves the way for the establishment of a Film Fund, which will be another mechanism the City will be using to support the industry. Additionally, we are looking at supporting more film and media-related events to provide platforms for the industry to showcase its work,’ said the City’s Mayoral Committee Member for Safety and Security Alderman JP Smith.
The public and interested parties or groups are invited to submit comments, recommendations or input to the municipality from 11 October 2021 to 31 October 2021.
