Pretoria: The Department of International Relations and Cooperation (DIRCO) has concluded its internal consultations with South Africa's High Commissioner to India, Ambassador Anil Sooklal, regarding the situation surrounding former President Jacob Zuma's private visit to India from June 25 to June 27, 2026.
According to African Press Organization, the Presidency had informed DIRCO of former President Jacob Zuma's forthcoming private visit to India on June 19, 2026, and requested assistance with the necessary protocol and logistical arrangements. In line with established practices for former Presidents, DIRCO notified the South African High Commission in New Delhi to provide customary protocol support. This included ceremonial lounge arrangements, airport courtesies, liaison with host government authorities, and related travel facilitation.
Information from the South African High Commission in New Delhi confirms that the Mission did not facilitate any substantive engagement between former President Zuma and Mr. Ajay Gupta during the visit. The assistance provided was part of the standard protocol, administrative, and logistical support extended to former Presidents. Upon arrival and departure, the former President was received by the South African High Commissioner and a designated Mission official, following established protocol.
Regarding the Haridwar religious event, the High Commissioner attended in his capacity as Head of Mission, following a separate invitation from the host organizers. He did not accompany former President Zuma or Mr. Gupta, despite Mr. Gupta's presence among approximately 1,000 invited guests. The High Commissioner reported no direct interaction with Mr. Gupta during the event.
The Department's assessment indicates that the Mission's role was limited to ceremonial reception and departure arrangements and attending a public religious event, for which the High Commissioner was independently invited in his official capacity. There is no evidence suggesting that the Mission arranged, facilitated, or participated in any private meetings involving former President Zuma and Mr. Gupta. The government's stance is that routine assistance to former Heads of State does not authorize them to represent the Government of the Republic or advance official interests.
The government remains committed to the Constitution, the rule of law, and accountability. While Mr. Gupta is not subject to an extradition request by South Africa, DIRCO continues to facilitate cooperation between South African law enforcement authorities and Indian authorities regarding mutual legal assistance requests and ongoing legal processes involving members of the Gupta family.
DIRCO has recommended establishing a mechanism to ensure that such engagements are assessed for potential reputational, political, diplomatic, or security risks.
