City of Johannesburg employees in court for water and electricity accounts fraud

GAUTENG – Khulani Lloyd Mthombeni (32), Margaret Dorothy Amelia De Kock (56), and Bradley Mark Waksman (56), were arrested on Monday, 28 November 2022, following a Hawks’ Serious Corruption investigation that started in February 2022.

This follows an internal probe by the City of Johannesburg (COJ), after allegations of altering water and electricity accounts by the pair were brought to the city’s attention. The Hawks investigation has revealed that through this scheme the pair deprived the COJ of over R 220 000 in revenue which they pocketed over a period of time from August 2021.

The trio appeared in the Palm Ridge Specialised Commercial Crimes Court on Tuesday, 29 November 2022. They were granted bail of R5000 each. The case was postponed to 16 February 2023, for disclosure of docket contents.
