President Ramaphosa to officiate national Heritage Day celebrations

President Cyril Ramaphosa will on Saturday deliver the keynote address during the National Heritage Day celebrations at the Union Buildings in Tshwane.

The President will lead the nation in celebrating South Africa’s indigenous music and its immense contribution to sports, arts, culture and heritage.

This year’s national celebrations will be held under the theme “Celebrating the Legacy of Solomon Linda and South Africa’s Indigenous Music”.

The annual event embraces the vast cultural diversity and history that distinctively marks the country’s heritage.

This year’s theme pays tribute to the 60th anniversary of the passing of singer and songwriter Solomon Popoli Linda.

He is best known as the composer of the song, “Mbube”, which later became the popular music success “The Lion Sleeps Tonight” and gave its name to the Mbube style of isicathamiya a capella music.

In a statement on Thursday, The Presidency said that Heritage Month 2022 focuses on South Africa’s indigenous music with a spotlight on isicathamiya music and its immense contribution to sport, arts, culture and heritage, especially for emigrant communities in hostels, townships and peri-urban areas.

“It also presents an opportunity to commemorate the centenaries of our late resistance and liberation struggle icons, and honour their contributions towards a free and democratic South Africa,” the Presidency said.

As part of this years’ Heritage Month programme, the Department of Sports, Arts, and Culture unveiled five Legends and Living Human Treasures’ publications in honour of the late legendary poet, Don Mattera; the living legends and music icons, Abigail Kubeka, Letta Mbulu, and Caiphus Semenya, and iconic photojournalist Peter Magubane.

Throughout Heritage Month, government departments, entities and civil society groups are hosting various activities across the country to celebrate South Africa’s heritage.

“South Africans are encouraged to take pride in celebrating and appreciating the country’s indigenous music and our heritage as a vehicle towards social cohesion and nation building,’ the Presidency said.

Ahead of President Ramaphosa’s keynote address, a carnival procession featuring colourful and flamboyant dance will move from the Union Buildings to Burgers Park in Tshwane.

The carnival float will be an expression of the nation’s diverse origins, traditions and rich tangible and intangible heritage.

Report finds Pongola truck driver at fault – Mbalula

An investigation into the tragic Pongola accident that killed 21 people, mainly children, has found the driver to be at fault, Transport Minister Fikile Mbalula announced on Thursday.

The Road Traffic Management Corporation (RTMC) led the probe after the truck collided with a bakkie ferrying school learners on Friday last week. Nineteen children and two adults, the driver of the bakkie and an assistant teacher, lost their lives.

Addressing the media, Mbalula said the report found that the truck driver overtook multiple vehicles, where no-overtaking lines prohibited this action and are dangerous and unlawful.

“This driver recklessly overtook vehicles and drove on the oncoming lane for approximately 1.2 kilometres. These vehicles had to swerve out of the way of the approaching truck,” the Minister said.

The driver, who fled the scene following the accident, did not return to his correct lane, according to the report. However, he continued driving against oncoming traffic, risking the lives of other motorists.

“The report concludes that driver error is the major contributing factor to the root cause of the road crash.”

Mbalula said transporting learners at the back of the light-duty vehicle (LDV) was also illegal and “extremely” dangerous.

According to the Minister, Regulation 250 of the National Road Traffic Act of 1996, forbids the transportation of learners or any other person in the goods compartment of a motor vehicle for reward.

He told the media that the report will now be handed over to the Director of Public Prosecutions and the Senior Public Prosecutor for their consideration.

Meanwhile, the police are still investigating the criminal case of culpable homicide against the 28-year-old driver, Sibusiso Siyaya, who appeared at the Pongola Magistrate’s Court on Monday.

“As part of our efforts to make our roads safer, we are putting in place several measures to reinforce current interventions.”

Interventions

The Minister said the government was strengthening law enforcement interventions.

In the meantime, he said the RTMC will immediately deploy the KwaZulu-Natal Road Transport Inspectorate and Local Municipality Traffic to the identified hotspots.  

“Deployment of the National Traffic Police on an ad hoc basis to assist the province informed by the analysis of traffic statistics to identify areas with insufficient traffic policing capacity.”

The entity will also implement compulsory stopping of trucks at certain intervals to ensure speed reduction and considerate driving towards other road users.

“These interventions will be underpinned by an approach that concentrates on vehicle and driver fitness.”

The province is also committed to the visibility of traffic police officers throughout the year.

To ensure that companies that own trucks adhere to strict compliance with the law, he said the Transport MEC should appoint an investigator to gather any evidence regarding the state of fitness of a motor vehicle.

“The investigator is empowered to obtain additional information relating to vehicle and driver fitness, which includes trends about traffic offences committed by drivers, hours drivers drive a day and roadworthiness of vehicles.”

In addition, he said government was considering introducing regulations to strengthen the current rules relating to the operation of trucks on a public road, the construction and equipment of such vehicles and the conditions on which they may be operated.

In bolstering law enforcement activities in the province, Mbalula said all mobile testing centres in the possession of the KwaZulu-Natal Department of Transport will be deployed immediately in the N2 Pongola area and visibility of traffic law enforcement officers will be intensified.

They will provide additional capacity on the road where the incident occurred by widening the existing roadway, bridges and culverts.

“This will go a long way in improving safety for all road users,” he said, adding that the estimated cost of the project is R2.5 billion.

SARB hikes repo rate to 6.25%

The South African Reserve Bank’s Monetary Policy Committee (MPC) has hiked the repurchase rate (repo rate) by 75 basis points.

The increase means that the repo rate will now be 6.25% per year from 23 September 2022, with prime now at 9.75%.

The MPC made the decision during its meeting on Wednesday. This was the fifth consecutive increment following a two 25 basis points hike in November and in January. The repo rate was hiked by 50 basis points at the May meeting. The MPC upped the ante, with a 75 basis point rise at its July meeting.

Addressing media on Thursday, Reserve Bank Governor Lesetja Kganyago said three members of the MPC preferred the announced increase.

“Two member preferred a 100 basis points increase,” he said.

The level of the repurchase rate is now closer to the level prevailing before the start of the COVID-19 pandemic in 2020.

Kganyago said the revised repurchase rate path remains supportive of credit demand in the near term, while raising rates to levels more consistent with the current view of inflation risks.

“The aim of policy is to anchor inflation expectations more firmly around the mid-point of the target band, and to increase confidence of hitting the inflation target in 2024,” he said.

Guiding inflation back towards the mid-point of the target band, said Kganyago, “can reduce the economic costs of high inflation and enable lower interest rates in the future”.

“Achieving a prudent public debt level, increasing the supply of energy, moderating administered price inflation and keeping wage growth in line with productivity gains would enhance the effectiveness of monetary policy and its transmission to the broader economy.”

The Governor said economic and financial conditions are expected to remain more volatile for the foreseeable future.

“In this uncertain environment, monetary policy decisions will continue to be data dependent and sensitive to the balance of risks to the outlook. The MPC will seek to look through temporary price shocks and focus on potential second round effects and the risks of de-anchoring inflation expectations. The Bank will continue to closely monitor funding markets for stress.”

Kganyago said the Bank’s forecast of headline inflation for 2022 was unchanged at 6.5%. For 2023, headline inflation is revised lower to 5.3% (down from 5.7%), as a result of lower food, fuel and core inflation forecasts for next year.

“Our forecast for core inflation is unchanged at 4.3% in 2022, and lower than previously expected at 5.4% (down from 5.6%) in 2023,” he said.

Gates Foundation Announces $1.27 Billion in Health and Development Commitments to Advance Progress Toward the Global Goals

First in-person Goalkeepers event since 2019 convenes global changemakers to highlight the urgency of achieving a more equitable world by 2030

NEW YORK, Sept. 22, 2022 /PRNewswire/ — During United Nations General Assembly week, the Bill & Melinda Gates Foundation—alongside governments, philanthropies, the private sector, NGOs, and global and community leaders—announced commitments totalling $1.27 billion to improve and save millions of lives.

The funding will address overlapping global crises that have reversed the progress already made toward achieving the UN Sustainable Development Goals (Global Goals). The foundation’s sixth annual Goalkeepers Report notes that nearly every indicator of the Global Goals is off track at the halfway point for achieving them by 2030. Despite these challenges, the report highlights opportunities to accelerate progress by investing in long-term solutions and innovative approaches to entrenched issues, including poverty, inequality, and climate change.

“This week has underscored the urgency of the challenges we face, and the promise of sustainable solutions that save and improve lives,” said Mark Suzman, Gates Foundation CEO. “We can get back on track toward the SDGs, but it’s going to take a new level of collaboration and investment from every sector. That’s why our foundation is significantly stepping up our commitment to help confront crises now and ensure long-term impact across critical determinants of health and development.”

The funding will go toward the Global Fund’s goal of saving 20 million more lives from HIV, TB, and malaria; building more resilient health systems to prevent future pandemics; and putting the world back on track to end these diseases by 2030. Today’s pledge includes the foundation’s largest commitment yet to the Global Fund of $912 million.

“We see the greatest progress when governments, the private sector, and local communities collaborate in global health programs,” said Bill Gates, co-chair. “The commitment this week to combat preventable diseases and save millions more lives through the Global Fund replenishment is a great step forward in getting back on track to reach the Sustainable Development Goals.”

Accelerating Progress Toward Global Goals
The Bill & Melinda Gates Foundation announced the following commitments this week:

  • $912 million pledge to the Global Fund to Fight AIDS, Tuberculosis and Malaria
    This is the foundation’s largest commitment yet to the Global Fund. Since 2002, health programs supported by the Global Fund partnership have saved 50 million lives. This funding will help accelerate efforts to end HIV, TB, and malaria by 2030 and build resilient health systems needed to protect against future pandemics. It also will be instrumental in reducing the disproportionate impact of these diseases on women and girls.
  • $100 million to help alleviate the food crisis disproportionately impacting communities in Africa and South Asia and address its underlying causes

This funding will go to:

    • The Global Agriculture and Food Security Program (GAFSP) to support national governments in rebuilding resilient, sustainable local food systems
    • The African Fertilizer and Agribusiness Partnership (AFAP) to make fertilizers affordable and accessible for smallholder farmers
    • The CGIAR’s Nigeria-based International Institute of Tropical Agriculture research center to accelerate work that is already supplying farmers with improved and new varieties of crops, such as beans high in iron; sweet potatoes naturally rich in vitamin A; and naturally hardy cassava, millet, and sorghum
    • Working with partners to supply sustainable feed and fodder to African families that depend on livestock as a critical source of income and nutrient-dense food
    • Working with partners to strengthen local food systems by empowering women farmers with the tools and resources they need to succeed and support their communities

In addition, the foundation will double its previous commitment to the Child Nutrition Fund—from $10 million to $20 million. Our investment will support the fund’s expansion beyond ready-to-use therapeutic food to include preventative nutrition products for both women and children.

  • $200 million to expand global Digital Public Infrastructure
         This funding will help expand infrastructure that low- and middle-income countries can use to become more resilient to crises such as food shortages, public health threats, and climate change, as well as to aid in pandemic and economic recovery. This infrastructure encompasses tools such as interoperable payment systems, digital ID, data-sharing systems, and civil registry databases.
  • $50 million to Partners in Health Scholarship Fund to attend the University of Global Health Equity (UGHE)  in Rwanda
    This commitment will help catalyze efforts to raise $200 million. The scholarship fund will support students, 75% of whom are women, to attend UGHE and help accelerate efforts to increase the number of health care workers in Rwanda and around the world.
