Media Invitation: South Africa hosts 16 SADC police chiefs to discuss progress in combatting transnational organized crime

PRETORIA — The National Commissioner of the South African Police Service (SAPS) in his capacity as the Chairperson of the Southern African Regional Police Chiefs Co-operation Organisation (SARPCCO), General Sehlahle Fannie Masemola, will be hosting the SARPCCO 27th Annual General Meeting (AGM)from 30 May to 03 June 2022. The meeting will be attended by 16 member countries’ Police Chiefs.

The primary function of SARPCCO is to enhance Regional Police Cooperation by preventing and combating cross border transnational organized crime in Southern Africa.

The sitting of SARPCCO on this occasion will see member states report on progress made in the fight against transnational organised crime which include: Drug and Human Trafficking, Maritime Drug Trafficking, Proliferation of Arms, Vehicle Theft and a host of other cross border crimes.

SARPCCO has 16 member countries namely Angola, Botswana, DRC, Lesotho, Mauritius, Madagascar, Malawi, Mozambique, Namibia, South Africa, Swaziland, Seychelles, Tanzania, Zambia, Zimbabwe and Comoros.

Call for more partnerships to improve local government financial management

KwaZulu-Natal Finance MEC, Nomusa Dube-Ncube, has emphasised the need for strategic partnerships between government and the private sector in order for municipalities to improve capacity to manage their budgets.

“It is now more crucial than ever for us, as provincial and local government, to continue to work in partnership with various private sector stakeholders in order to learn from each other so that we can serve our communities better,” Dube-Ncube said.

She made the call during a high-level financial performance and knowledge sharing engagement on finance and accounting protocols for local government held on Tuesday.

The virtual engagement, attended by Chief Financial Officers (CFOs) and accountants of various municipalities, was held in partnership with the South African Institute for Chartered Accountants, and the Accounting Standard Boards.

Dube-Ncube, who is also a leader of Government Business, said the engagement was purely meant to assist municipalities to improve their financial management, and “this will allow them to deliver services much better.”

“We need to have municipalities that demonstrate a clean bill of health in their finances because this attracts investment into their communities,” Dube-Ncube said.

Despite the challenges facing the municipal environment, the MEC said Provincial Treasury continues to commit itself to supporting municipalities and promoting good financial governance in the public sector.

She said in terms of Section 5 of the Municipal Finance Management Act (MFMA), and general functions of National and Provincial Treasuries, the KZN Provincial Treasury performs an oversight and monitoring function, but also “provides technical support and guidance to help municipalities by instilling effective financial management practices”.

“At a micro level, KZN Provincial Treasury focuses on providing structured support, in conjunction with training and transfer of skills at specifically targeted municipalities in the province.

“At a macro level, the intention is also to provide support through educational platforms such as CFO forums and frequent training seminars on relevant financial and governance matters,” Dube-Ncube said.

She reiterated that the department wants to enhance the type of support it gives to municipalities because they are at the coalface of service delivery.

As the country moves into the 4th Industrial Revolution (4IR), Dube-Ncube said municipalities must look at using technological mechanisms as a means to advance and effectively address challenges in the constantly evolving municipal environment.

“Municipalities are strongly urged to make a concerted effort to continuously keep abreast of technical updates, changes and new reforms, and ensure effective capacity building at all levels, consequently improving financial management and ultimately service delivery. A well-served community creates economic momentum, which promotes sustainable growth and development,” the MEC said.

SA records 2 809 new COVID-19 cases

South Africa on Tuesday recorded 2 809 new COVID-19 cases, says the National Institute for Communicable Diseases (NICD).

Representing a 12.6% positivity rate, the figure brought the total number of laboratory-confirmed cases to 3 957 777. In the reporting period, National Department of Health has confirmed 5 new COVID-19 related deaths.

“The cumulative COVID-19 deaths are 100 190 to date,” the NICD said in a statement.

The Institute said 25 264 922 tests had been conducted in both public and private sectors.

A provincial breakdown of the statistics reveals that the majority of new cases on Tuesday were from Gauteng (29%), followed by Western Cape (25%).

“KwaZulu-Natal accounted for 18%; Eastern Cape accounted for 11%; Free State accounted for 5%; Mpumalanga and North West each accounted for 4% respectively; Northern Cape accounted for 3%; and Limpopo accounted for 2% of today’s new cases,” said the Institute.

However, it is lower than Wednesday’s 22.6%. The 7-day average is 23.3%, higher than the previous day’s 23.1%.

“The 7-day average is (24.7%) today, and is lower than yesterday (25.1%),” read the statement.

On hospital admissions, the Institute said there had been an increase of 150 hospital admissions in the past 24 hours.

The 12.6% proportion of positive new cases/total new tested was higher than Monday’s (9.4%). “The 7-day average is 12.7% today, and is lower than yesterday (13.1%),” said the NICD.

The Institute recorded an increase of 103 hospital admissions in the past 24 hours.
