Post office teller in court for grant fraud

MPUMALANGA – Virginia Phoku (40), a post office teller at Mpundule post office in (Sekhukhune) Limpopo was released on bail by the Bushbuckridge Magistrate’s Court after she was arrested by the Nelspruit based Hawks’ Serious Corruption Investigation team on Monday, 13 June 2022.

Phoku is an additional suspect on the Bushbuckridge South African Social Security Agency (SASSA) grant fraud, theft and conspiracy to commit fraud case.

It is alleged that during December 2020, Thandeka Dibakwane (43), a former Nelspruit post office teller, shared SASSA grant beneficiaries’ information via WhatsApp with other colleagues from other branches. This was aimed at defrauding money meant for the beneficiaries who were due to receive backdated funds.

Lucia Mashego (39), the branch Manager of Shatale post office and Virginia Phoku (40) the branch Manager of Mpundule post office both performed fraudulent transactions and withdrew the money for their own gain. They also re-issued beneficiaries cards in order to withdraw further funds. During the investigation, it was established that a private person Lizzy Precious Smangele Nyathi (42) was used to withdraw money from different ATMs.

Dibakwane and Nyathi were arrested on 24 May 2022 and were released on R20 000-00 bail each. Their case was postponed to 21 July 2022. Phoku was also released on R20 000-00 bail by the same court on Monday, 13 June 2022, her case was postponed to 28 August 2022 for further investigation.

And the City award goes to… Dr Zainab Kader

Dr Zainab Kader is one of 100 City employees who were awarded City awards for completing their studies in the 20/21 academic year. The ceremony was hosted by the City’s Training and Development Department on 3 June 2022 while the virtual ceremony took place on 10 June 2022.

Zainab Kader, 31, works as a Trauma Counsellor for City staff in the Community Services and Health Directorate. Kader, who lives in Parklands, completed her PhD in December 2020. Her PhD topic was, ‘An intervention to reduce adolescent hookah pipe use and satisfy their basic psychological needs.’

Zainab says that she chose her topic when she realised that many children were smoking hookah pipes and families were not seeing the harm. Hookah pipe can be a gateway substance. Literature on hookah pipe interventions is scarce and to her knowledge, her study is the only intervention designed for adolescent hookah pipe use in South Africa and potentially Africa.

Zainab’s work at the City entails:

• Providing counselling and debriefing to staff who have experienced work-related trauma

• Training staff who have a passion for helping others to become psychological first aiders

• Offering trauma related training

• Designing and compiling the Care-4-U newsletter, which focuses on mental health and occupational health and safety

• Offering support and guidance to managers and staff affected by trauma.

‘Zainab is the only staff member who graduated with a doctorate degree in the 2020 academic year. Her achievement is such an extraordinary milestone, an inspiration and encouragement to her colleagues, family and friends. Having such an ambitious young woman as part of our staff complement is an honour. The City is happy to have her on board. She epitomises that one can achieve anything that one sets one’s mind on. As we celebrate Youth Month, our young people can most certainly take a leaf out of her book,’ said the Mayoral Committee Member for Corporate Services, Alderman Theresa Uys.

Zainab said: ‘I love empowering people and interacting with them. It is always rewarding to see people grow from their circumstance and learn insight and new ways to cope. I feel proud that I have achieved this degree as only 2% of the world’s population has this degree, but I am also glad that I could make my family and friends proud. Most importantly, it warms my heart when others are encouraged to study because they see what I have achieved. I also feel grateful that I could advance my studies to the point where I can be a benefit to humanity.’

Provincial Commissioner welcomes four life sentences handed down to a rapist

NELSPRUIT – The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has gladly welcomed the four life sentence handed down by the Mpumalanga Division of the High Court which was sitting in Middelburg to Shaggy David Mgigi, aged 43. The accused was sentenced yesterday, 13 June 2022 after being convicted on five counts of robbery aggravating as well as four counts of rapes and one of house breaking.

The accused was sentenced following incidents which took place between 2009 and 2014 whereby Mgigi terrorized his victims especially during the night in the area of Siyabuswa. The accused raped his victims as well as robbed them of their personal belongings.

The first victim who was 32-years-old at the time, was raped and robbed by the accused in 2009. The second victim, who was 25-years-old, was raped and robbed by the accused in 2012. A 28-year-old woman was the third victim to be raped as well as robbed by the accused in 2013. Meanwhile the fourth victim, aged 25 was also raped and robbed by the accused in 2014. The cases were opened and investigated by the Family Violence, Child Protection and Sexual Offences Unit (FCS) at Kwamhlanga. The team worked tirelessly and arrested the accused on 07 April 2015. He was then trialed and convicted on 03 June 2022.

In addition to the four life sentences for the four counts of rape, he was further sentenced to 15 years each for two counts of robberies with firearm and 05 years for house breaking.

For three counts of robbery aggravating, the accused was sentenced to 15 years each.

The court declared the accused to be unfit to possess a firearm and that he needs to be sent away for a very long time and as a perpetrator of Gender-Based-Violence, he needs to pay for what he did. The court also indicated that the accused was 30 years old when he committed the crimes, citing that he was old enough to take responsibility.

The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has applauded the excellent work done the team of investigators, the Prosecution team and the Judiciary which led to his incarceration. “The sentence handed down by the court will hopefully send a clear message to perpetrators of Gender-Based-Violence that the law will deal harshly with them. The sentence complements the good work by police who are striving and working hard to protect the vulnerable groups” said the General.

Former bookkeeper found guilty for fraud related to Covid-19 UIF relief funds

The Directorate for Priority Crime Investigation’s Provincial Head, Major General Ebrahim Kadwa commended both the investigation and prosecution team for a successful conviction against the fraud accused, Lindelani Pert Gumede (39) by the Palm Ridge Specialised Commercial Crimes Court yesterday.

The court found Gumede guilty on thirty-two counts of fraud involving approximately R11 million, which he unlawfully benefited from the Covid-19 unemployment insurance fund (UIF) Temporary Employment Relief (TERS) Funds.

Between May 2020 and March 2021, Gumede submitted fraudulent documents to claim the UIF relief funds of approximately R11 183 526 million under four bakeries based in Gauteng. A thorough investigation into the fraud allegations against Gumede by the Hawks’ Serious Corruption Investigation in Germiston, revealed that Gumede was a private bookkeeper consultant for the four bakeries he allegedly defrauded during the stated period.

A warrant of arrest for Gumede’s apprehension was issued which resulted in the successful circulation on the local and international border control movement system. The investigation team effected the arrest in August last year in Durban, KwaZulu Natal and charged Gumede with fraud and theft. Authorities seized Gumede’s luxurious vehicles and land allegedly bought with proceeds of crime.

Hawks’ Priority Crime Specialised Investigation has secured a preservation order for Gumede’s financial and assets for further exploration. The court has postponed Gumede’s matter to Tuesday, 28 June 2022 for sentencing.

Major General Ibrahim Kadwa applauded all role players involved in the successful conviction of Gumede. “We commend the outstanding dedication and professionalism displayed by both the investigation and prosecution team in this case and would like to send a strong message to warn others involved in such unscrupulous activities that the Hawks will act without fear or favour”. He said.

Table Bay Nature Reserve will benefit from recent Rietvlei wildfire

The City of Cape Town would like to inform residents that the recent Rietvlei wildfire at the Table Bay Nature Reserve has not had a negative impact on the Reserve ecologically. During the fire, only vegetation was burnt, which mostly included reeds, sedges and grass sections. The fire has reduced the excessive biomass in this area, which mitigates the risk of future fires.

‘The City’s Biodiversity Management team at the Table Bay Nature Reserve has been monitoring the site for any further fauna casualties, but not much has been discovered to date. We believe that the fact that the fire burnt slowly and that there were sizeable escape routes mitigated a lot of harm to fauna as many creatures could get away in time.

‘This Rietvlei fire is another example of a great catalyst for speeding up ecological restoration. A big advantage is the fact that very old senescent reeds and grasses were burnt, which should give rise to new growth. This catchment area receives nutrient rich water, so the new reed growth should aid a lot better with regards to water filtration. The fire also reduced the excessive biomass, which mitigates the risk of future fires,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews

The majority of the Rietvlei fire occurred in the Cape Lowland Freshwater Wetland vegetation area. This area will soon be flooded due to the substantial rain. It will therefore not be possible for much restoration work to be conducted in this area. The reserve staff will, however, monitor the outskirts of the fire perimeter as this borders the terrestrial component and there might be a substantial amount of invasive alien plants germinating after the fire as well as Kikuyu grass creeping in from the urban edges.

The fire is a critical ecological driving force and good for conserving fynbos biodiversity in the long-term as the fynbos vegetation requires fire to regenerate from underground storage organs and seeds.

Fauna in fynbos are also adapted to fire. The more mobile animals and most birds are able to flee the fire front. Rodents, reptiles and many other small mammals take refuge in burrows or rocky refugia and thus avoid the fire. After the fire, remarkably few dead animals are found, but unfortunately some do die.

Once the fire was contained, a Table Bay Nature Reserve staff member even came across a Cape Dwarf Chameleon that managed to steer clear of harm.

The Rietvlei fire started in a large section of reeds south of Gill Road in the Rietvlei section of Table Bay Nature Reserve on Wednesday, 8 June 2022. The fire spread across a vast area of the nature reserve, mainly in the direction of Theo Marais sports complex, also to the east in the direction of the R27.

The City’s Biodiversity Management staff from the Table Bay Nature Reserve assisted Fire and Rescue services in containing the fire and the flare ups, which followed for the rest of the week. A final assessment was conducted at Rietvlei yesterday, 13 June 2022 after which the last of the Fire & Rescue crews were released as substantial rain started falling.

‘I would like to thank the City of Cape Town team and all partners involved for the hard work they displayed on the frontline and for their commitment to monitoring the area once the fire was contained. Their management was meticulous and ensured that each flare up afterwards was attended to swiftly before spreading further,’ said Alderman Andrews,

Theunissen police launch search for missing person

THEUNISSEN – The Police request the community to assist in tracing Lehlohonolo David Mosebo aged 25 who went missing on Saturday, 22 January 2022 in Lusaka section, Masilo Township in Theunissen.

According to his father, he realized that Lehlohonolo is not at home at about 21:20 the same day and asked neighbours who were busy working with him as he was having a ceremony at his place that day.

The neighbours told him that he said he is going to watch television at another neighbour’s house, who confirmed that he did arrive but did not stay long and left. That was the last time he was seen.

His father reported him missing and a missing person case was registered at Theunissen Police Station for further investigation.

He was last seen wearing a grey track top, brown trouser, a blue cap and green and red in colour flip flop shoes. He is light in complexion, medium build, bald head, could be 1, 6 in height and speaks Sesotho.
