Deputy President Cyril Mabuza visits North West for engagement with Premier and Military Veterans associations, 14 May

Deputy President David Mabuza, in his capacity as the Chairperson of the Presidential Task Team on Military Veterans will on Saturday, 14 May 2022, visit Mafikeng in the North West Province to engage with the Provincial Government and representatives of various military veterans associations.

 

The meeting will provide the necessary platform for the Presidential Task Team on Military Veterans led by Deputy President Mabuza, to assess progress achieved by both National and Provincial Governments in particular, in addressing the challenges faced by Military veterans.

 

In pursuit of mechanisms to address the number of challenges raised by Military Veterans, President Cyril Ramaphosa appointed the Presidential Task Team, chaired by the Deputy President Mabuza and includes Minister in the Presidency for Planning, Monitoring and Evaluation as well as the Minister and Deputy Minister of Defence and Military Veterans, to coordinate efforts and accelerate the pace of finding lasting solutions to the challenges identified by Military Veterans.

 

The Task Team has since developed a comprehensive approach to address the challenges through various interactions with the Military Veterans Associations, and also initiated strategic institutional capacities to provide adequate services on a sustainable basis.

 

Furthermore, in execution of this critical mandate, the Task Team has already held successful consultations with the provinces of Limpopo, Gauteng and the Eastern Cape, with the aim of assessing the existence, roles and structures of military veterans coordinating mechanisms.

 

Through these direct consultations with Military Veterans Associations, Government is able to assess the support and services received by the sector and their immediate families, such as the provision of educational assistance, decent housing, and access to land, job opportunities as well as entrepreneurial opportunities, amongst other things.

 

The Task Team has committed to and is already working with all spheres of Government in accelerating the much needed services to Military Veterans, and addressing other critical issues such as the legislative review of specific provisions in the current Military Veterans Act 18 of 2011; Socio-economic support; pensions and benefits; Verification, database cleansing and enhancement to ensure that bona fide Military Veterans are registered on the Department of Military Veterans database.

Title deeds handed over to Belhar Pentech home owners

The City of Cape Town’s Mayor Geordin Hill-Lewis and officials in the Human Settlement’s Directorate handed over 17 title deeds to beneficiaries of the Belhar Pentech housing project today, 12 May 2022.

‘We celebrate today with 17 additional title deed beneficiaries at our Belhar Pentech housing project. We continue with our efforts to secure dignity for communities as a caring and inclusive City by providing affordable housing opportunities to qualifying beneficiaries and by handing over title deeds to them. Title deeds provide formal ownership to residents and unlock economic opportunities for future generations. Since 2013/14 we have handed over more than 12 250 title deeds to beneficiaries across the metro. Thank you to the teams and officials who have made this possible.

‘The City is committed to ensuring that all Capetonians, even the most vulnerable, are able to access the property market. This allows them to live with the dignity afforded by formal property ownership. By facilitating the ownership of real assets, we are playing a role in breaking the cycle of intergenerational poverty. This also offers our residents both financial and physical security. We believe no Capetonian should be a permanent tenant of the state in line with our commitment to dignity. We are speeding up our title deed handover programme and the City will be handing over a significant number of title deeds to additional beneficiaries in the coming months,’ said Mayor Hill-Lewis.

‘We are pleased to assist 17 more beneficiaries with the title deeds to their homes at our Belhar Pentech housing project. Our title deed handover programme is ongoing and we look forward to handing over many more title deeds to qualifying beneficiaries across the metro.

‘Historic property transfers will continue to be prioritised and we look forward to assisting many more residents over the coming months. We remind residents who are residing in older City housing projects to approach us so that we may also assist them with their title deeds,’ said the City’s Mayoral Committee Member for Human Settlements, Councillor Malusi Booi.

Water and Sanitation team busy cleaning river system ahead of rainy season

Yesterday, Wednesday, 11 May, the City’s Mayoral Committee Member for Water and Sanitation Councillor Zahid Badroodien joined the Water and Sanitation Directorate team who was busy cleaning the Westlake River in preparation for winter. This is part of a broader maintenance plan to clean and prepare river system assets to accommodate increased flow due to rainwater that is expected to enter inland waterways over the upcoming rainy season.

The City’s river system assets are extensive, comprising of canals, rivers, culverted (i.e. closed) rivers and tributaries, ponds (within the flood plain / river corridor), riverine wetlands (within the flood plain / river corridor) vleis and stormwater dams.

The City has budgeted R75m for the maintenance plan to clean the river system in the 2022/2023 financial year, which helps prepare it for winter. To date, R54m of the R70m available budget for this financial year has been spent on the maintenance of the river system assets across the metro.

‘It was great to see the ongoing effort being put into cleaning the Westlake River yesterday and reports of work also being down at other parts of our river system to ensure these assets are able to accommodate the increased capacity of rainwater that is expected to come during winter.

‘The Water and Sanitation teams have been hard at work to clean our canals, rivers, ponds etc over the past few months, as we lead up to winter and work is still taking place. This is done using various means depending on the site, such as removing vegetation, silt and litter, as well as dredging, which uses excavators to remove accumulated sediments/silt deposits, including invasive water plants, litter and solid waste.

‘Teams have also been cleaning litter traps, fences, etc, and these are also monitored for additional cleaning where necessary.

‘The benefits of the maintenance programme is not only to help prepare the river network for winter, but is also one way to assist with improving the water quality in our rivers.

‘As a City, we are doing our bit and residents are reminded that they also have a part to play. Please don’t use river systems as dumping grounds for your waste, including your unwanted furniture, car parts and other waste items. Use the solid waste services that are provided by Urban Waste Management Directorate. Let’s work together to improve the health of our inland waterways and get ready for winter,’ said the City’s Mayoral Committee Member for Water and Sanitation Councillor Zahid Badroodien.

City advises of water supply disruption to Boston and Oakdale areas in Bellville

The City’s Water and Sanitation Directorate will be shutting off the water supply to the Boston and Oakdale areas in Bellville on Thursday, 12 May 2022 from 20:00 in the evening until 08:00 on Friday morning, 13 May 2022. This will allow the maintenance team to safely replace a faulty 400mm valve at the intersection of Frans Conradie Drive and Boston Avenue, Boston in Bellville, that has been the cause of very low water pressure in the area. This urgent repair work will result in the disruption of the water supply to the areas bounded by Mike Pienaar Road (and surrounds), Frans Conradie Drive, Mable Street, Bill Bezuidenhout Avenue, Voortrekker Road and Tienie Meyer Bypass.

Residents of the affected areas will experience no water during this period while the replacement of the valve takes place.

Careful consideration has been given to the work to ensure that it is done at a time that is least disruptive to our residents.

Residents in these areas are kindly requested to store water upfront in clean, sealed containers for domestic consumption during this period and to keep their taps closed to prevent any water loss and/or damage when the supply is restored.

A water tanker will be parked outside the Tygerberg Seventh Day Adventist (SDA) Church in Boston Avenue, Boston for the duration of the repairs, to provide the affected residents with water for domestic use where required.

The City regrets any inconvenience caused, but it is imperative that it maintains and upgrades its water supply infrastructure to benefit its consumers .

Call on residents to attend open day about Bellville’s future

Residents, businesses, stakeholders and interested parties are encouraged to attend an open day on 21 May 2022 about the City of Cape Town’s proposed local spatial development framework (LSDF) for the Bellville central business district.

The draft LSDF includes a core precinct masterplan for the Bellville CBD with a proposed long-term spatial vision, interventions and investments. It also seeks to support the short-term urban management actions that are currently being implemented by the City and under the guidance of Subcouncil 6.

‘Once approved by Council, the LSDF will, in the longer term, have an impact on all who live, work, study, and do business in Bellville. We need to hear from as many people as possible what they think of the draft spatial vision, and to submit comments on how we can improve or add to the framework that is now available for public participation. The open day is an ideal opportunity to ask officials questions and get more information. A team will be available for three hours to assist. If you are interested in your future Bellville, try and get there on this day,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.

The Bellville Future City Masterplan of 2021 and heritage studies informed the draft LSDF, which also proposes various road schemes and public transport upgrades; and detailed implementation plans of projects to be undertaken by the City, public partners and the private sector to spatially transform the Bellville CBD into a more sustainable and thriving centre.

Bellville’s unique location as Cape Town’s second metropolitan node should be used to stimulate investment in sectors that can create jobs, drive inclusive growth and resilience.

The implementation plans supports job creation, infrastructure investment and affordable housing provision. These include coordinating efforts and actions from public stakeholders such as the Passenger Rail Agency of South Africa, Transnet, and tertiary education institutions, and to align these with actions from City partners such as the Greater Tygerberg Partnership.

The following opportunities arise from the draft LSDF:

  • To improve movement and mobility between the metro-south east and the northern districts as an important employment area, particularly within the Voortrekker Road Corridor;
  • To apply the principles of transit-oriented development to create urban spaces with a mix of high density residentially-led development, commercial, retail, and recreational spaces;
  • To create a safe and convenient precinct that facilitates and encourages walking and other forms of non-motorised transport, together with a master basement to accommodate parking in the CBD underground;
  • Improved public transport services and facilities;
  • Implementation of a new vertically integrated multi-modal Bellville Public Transport Interchange as a catalytic project, phased over time to unlock urban renewal
  • Implementation of quality social amenities
  • The release of vacant City-owned land for mixed use development, including the establishment of a ‘government precinct’, accommodating a mix of public uses, facilities and services; and promoting Bellville as an innovation district that seeks to leverage the cluster of tertiary academic institutions located in this area

The overarching vision for Bellville is thus to create a CBD that is vibrant, attractive, sustainable and efficient in terms of development and transport.

Minister Pravin Gordhan clarifies terms of disposal of 51% stake in SAA SOC LTD

This is an explanatory release to all media to highlight the salient points of the presentation to Parliament’s Standing Committee on Public Accounts (SCOPA) by the Minister of Public Enterprises on 10 May 2022, regarding the disposal of 51 % Shareholding in South African Airways (SAA)

 

Why a Strategic Equity Partner for SAA?

 

To position SAA for future financial and operational success.

Secure funding for SAA’s future operations from the private sector partner.

Operation of SAA by reliable, competent and commercially experienced aviation partners.

Provides Government with continued participation in SAA’s future success. No further financial contributions by Government in SAA.

The risks and rewards of the public-private partnership are equitably balanced.

Government has a Golden Share.

The intent is for the Consortium to acquire a 51% controlling stake in SAA and will inject R3 billion over a period of 2 years.

Government’s objectives

 

Government’s objectives for a post-restructured SAA SOC Limited are to achieve the following:

 

No dependence on the fiscus going forward,

Create a viable, agile and sustainable airline through a restructuring process in business rescue,

Build a model public-private partnership,

Be a catalyst for growth, develop skills, talent for all South Africans, and

Create a foundation for the possible listing of SAA in the future.

 

Despite it’s rich history, SAA has struggled financially over the past decade because of:

 

Gross mismanagement and corruption, and

State capture and abuse of SAA resources

 

This caused persistent financial losses, internal controls were decimated, there was a breakdown of consumer trust and confidence, and ultimately a loss in market share.

 

These challenges have been further exacerbated by the COVID pandemic, which affected domestic and global aviation sector.

 

To address these issues, Government chose the path of restructuring through business rescue instead of liquidation.

 

Liquidation would have meant the demise of the company, the employees would have received a very small payment (possibly R28 000) as opposed to severance packages which enabled them to support their families while looking for alternative employment; and all assets would have been sold in a “fire sale” to pay off creditors.

 

Clearly business rescue, despite its challenges, was a better proposition.

 

Government supported the need for a new, restructured airline and the need to mobilise funding from various sources, including from potential equity partners. This was deemed as the only realistic path for the emergence of a sustainable and competitive airline that can provide an integrated domestic, regional and international services, could emerge.

 

Furthermore, Government decided to acquire a strategic equity partner that will be able to operate and fund the “New SAA”.

 

The finance for operating a “New SAA” will come from the Takatso Consortium. Government will not be contributing any finance to the new airline. However, as pointed out below, Government will receive dividends as a preferential shareholder.

 

This would benefit South Africa as a whole.

 

Key elements of the transaction

 

Takatso Consortium (“Takatso”) was identified as the preferred strategic equity partner. Takatso is a consortium of private sector participants that have the requisite combination of financial and operational capabilities required for the successful operation of SAA.

 

The proposed transaction with Takatso (“the Transaction”) has been structured in a manner that provides SAA with the greatest chance of success and allows for appropriate risk and reward sharing between the public and private partners.

 

Financial contributions to be made

 

The Consortium will provide R 3 billion working capital to the new airline. Government makes no contribution at all to the working capital of SAA.

The assets that the “New SAA” will retain is calculated at approximately R3 billion. This was done through an independent valuation expert. The total consideration due to Government is R3,000,000,051.

 

Takatso Consortium has confirmed that they are able to fund the transaction.

 

Furthermore, Government has successfully negotiated a preference share in the venture. What this means is that Government and the fiscus will benefit when SAA becomes profitable by being the first, or preferred Shareholder, to receive dividends.

 

Golden Share

 

Government will also obtain a “golden share”. A Golden Share means a share which can outvote all other shares on specific matters. In this transaction, Government’s “golden share” means that:

 

The consortium cannot sell the airline without the consent of Government;

Government will have full veto rights on matters of national interest;

The name, the brand and the logo will belong to Government; and

A non-dilutable shareholding of 33.3%, should further capital raising be done.

Transformation and development

 

Takatso and Government have also agreed on a  set  of  developmental  and transformational objectives, which among others, includes:

 

Developing key aviation management skills amongst South Africans,

A  training  program  to  enhance  the  position  of  black  pilots  within  a demographically diverse pilots corp,

As SAA increases its footprint and widens its services, it will support expansion of industry in the East Rand,

Contribute to revival of the tourism industry, which is critical to job creation, and

Build a set of partnerships to increase aviation connectivity on the African continent.

 

We are looking forward to the conclusion of the regulatory processes as soon as possible. This process has ensured that a number of jobs are retained within SAA and further job creation can happen as SAA upscales its business in the African continent and globally.
