The City of Cape Town’s Social Development and Early Childhood Development Department is providing support to 10 shelters and organisations to ensure that more people living on the street are warmer this winter.
The City of Cape Town is disbursing aid to the value of R1 429 586 to 10 organisations that have successfully applied for assistance during winter.
The annual Winter Readiness Programme launched on 1 July 2021 and will run until the end of October.
Applicants were required to undergo a rigorous vetting process to qualify for the support.
‘The funding will enable shelters to offer temporary mattress space, among others, during the winter season. It also contributes towards the required groceries, toiletries, and bedding, and in addition, the City is facilitating seventy work opportunities through the Expanded Public Works Programme to provide assistance with cooking and cleaning at the shelters. We are also pleased that we have been able to increase our funding for this critical programme, from R700 000 in 2019 to just over R1.4 million this year, because it means even more people are able to receive assistance,’ said Mayoral Committee Member for Community Services and Health, Councillor Zahid Badroodien.
A memorandum of agreement was signed between the City and the respective organisations to ensure that all parties comply with their roles and responsibilities.
‘Winter is especially difficult for those living on the street and the shelters ensure that as many street people as possible have access to a warm bed, a hot meal and toiletries. Those who work in shelters care for some of the city’s most vulnerable residents and the aid we provide will assist with the increased demand during this time,’ said Councillor Badroodien.

Somerset West Night Shelter
Oasis-Reach for the Dream
TASP
The Haven Night Shelter W.O (3 sites)
The Hope Exchange (2 sites)
Happy Valley Home
In addition, the City’s three Safe Space are currently offering an alternative to sleeping on the streets to 400 people.
The City also encourages residents to please give responsibly by not giving hand-outs directly to people living on the street which may encourage the refusal of our social services.
