Cabinet pleased with clearing of DNA testing backlog

Cabinet says it is pleased the South African Police Service (SAPS) has nearly cleared the DNA testing backlog at its forensic service laboratories.

Addressing a Post Cabinet media briefing held in Pretoria on Thursday, Minister in the Presidency, Mondli Gungubele, said this breakthrough will ensure that gender-based violence-related cases are speedily resolved.

“The SAPS has also added additional DNA testing capacity with the completion of a forensic laboratory in Gqeberha in the Eastern Cape, which will ease pressure on the existing laboratory in the Western Cape,” Gungubele said.

Briefing the media on the latest crime statistics recently, Police Minister Bheki Cele said the SAPS has successfully cleared the DNA testing backlog at its forensic service laboratories, and this has resulted in the solving of thousands of gender-based violence-related cases.

Gungubele said government condemned the persistent cases of gender-based violence and femicide (GBVF) and continues to intensify its fight through several interventions.

“These include extensive legal reform, the establishment of a GBVF Response Fund, and support for Thuthuzela and Khuseleka Care Centres, which provide vital services for GBV survivors.

“Furthermore, partnership that government has forged with civil society, business, development partners, the faith-based sector and other sectors to work together to deal with the scourge of GBVF, remain critical,” Gungubele said. – SAnews.gov.za

Gauteng Legislature welcomes intervention by Minister Bheki Cele in Westbury

Gauteng Community Safety Committee welcomes intervention by Minister Cele in Westbury

The Legislature’s Portfolio Committee on Community Safety welcomes the intervention by Police Minister Bheki Cele in Westbury following a spate of shootings and violence in the area over the past few days.

Today the Minister visited the Westbury community to establish the effectiveness of operational responses by various law enforcement agencies to curb the rising levels of gang related violence in the area.

Earlier this week, the Committee called for the deployment of additional SAPS members in the area as well as the strong visibility and presence of Police.

The Committee is encouraged by the Minister’s visit and hopes it will yield tactical solutions to restore peace and stability in the area.

Stage 3 and 4 load shedding over the weekend

Eskom is expected to implement Stage 3 and 4 load shedding over the weekend.

Stage 3 load shedding is expected to be implemented from 5am to 4pm on Saturday, with Stage 4 returning from 4pm to 5am on Sunday morning.

Eskom said currently, breakdowns at power stations remain high, keeping the country at Stage 5 and 4 until Friday.

Unplanned breakdowns amount to some 17 149MW, while planned maintenance outages amount to 4 950MW.

“In the past 24 hours, a generating unit each at Camden, Lethabo and Tutuka power stations were returned to service.

“Breakdowns of a unit each at Duvha, Lethabo and Majuba caused units to be taken offline for repairs. The delay in returning to service a unit each at Kendal and Duvha power stations are contributing to the current capacity constraints,” Eskom said. – SAnews.gov.za

Land released for KZN human settlement development

Public Works and Infrastructure Minister, Patricia de Lille, has approved the released of 2.8 hectares of land to the Housing Development Agency (HDA) for human settlement development and the formalisation of an existing settlement at Msunduzi Municipality in KwaZulu-Natal.

This follows the HDA request for land from the department, and the completion of the necessary processes, which led to the Minister signing off the release of the land in terms of the State Land Disposal Act.

The HDA is a national public sector development agency that acquires, prepares land, develops and manages the development of human settlements developments on behalf of government.

De Lille said the parcels of land approved by DPWI for release to the HDA are vested in the department as the custodian of state-owned land.

Certain portions of the land are vacant while another portion is occupied by an informal settlement.

“The properties are earmarked for housing development and formalisation of the informal settlement. The properties are approximately 10km from the Pietermaritzburg Central Business District.

“The approval of the release of the land also enables the Acting Director-General of DPWI to provide Special Powers of Attorney to the HDA to enable to agency, in conjunction with the Msunduzi Municipality to initiate the process for human settlements development on the land,” De Lille said in a statement on Thursday.

As part of the process, the Minister has written to Human Settlements Minister, Mmamoloko Kubayi to inform her that she has approved the gratis release of the land to enable human settlements development in the Msunduzi Municipality.

De Lille said the latest release of land in KZN comes after the release of 18 land parcels measuring 533 hectares by DPWI last year for the purposes of accommodating communities, including those displaced by floods in 2022 in the province.

“In January this year, I also announced that I approved the release of 1 199 hectares of land, valued at approximately R7.4 million to assist in settling a land restitution claim by the Kaapsche Hoop Community in Mpumalanga. In addition, four properties measuring 2 050 hectares has been identified by the DPWI.

“These are two properties measuring 511 hectares valued at approximately R10 million in Mpumalanga for the Bhembe community and two properties in North West measuring 1539,3 hectares valued at approximately R8 million for the Mekgareng / Broederstroom community which were also released in January 2023 for restitution claims,” the Minister said.

Progress on Land Reform Programme

Meanwhile, de Lille highlighted that since June 2019 to date, DPWI has released 2 560 hectares of land (44 parcels) to HDA for human settlements development and 18 land parcels measuring 533 hectares to accommodate communities, including people displaced by floods in KwaZulu-Natal.

In support of infrastructure development, 15 hectares (11 land parcels) were approved for registration of servitude for roads, water, electricity and gas pipeline servitudes in the past financial year.

“In addition, DPWI has released 28.0055 hectares (7 land parcels) which was approved for registration of Eskom servitudes in December 2022.”

She said since May 2019 to date, DPWI has released 218 land parcels measuring 31 439 hectares for restitution, exceeding last year’s target of 10 000 hectares.

Last year, a total of 23 families in the Chris Hani District who had been forcibly removed by the apartheid regime, received title deeds to Thornhill in the Eastern Cape, where they were removed from.

“Five properties were returned to the families who were all issued with title deeds for the properties with an estimated municipal value of R10 million.”

The Minister also highlighted that since May 2019, the department has released 25 549 hectares of agricultural land (125 parcels) under the Land Redistribution Programme, this included the title deeds, which were handed-over to over 30 black farmers of Tafelkop Farmers’ Association in Limpopo in 2021. – SAnews.gov.za

The Founder and Managing Director of Makhamisa Foods, Mr Terence Leluma, says that he relishes the prospects of forming strategic partnerships with agents, distributors and the hospitality industry in the Japanese food and beverage industry. Leluma is part of a twenty-three-member business delegation that will be jetting off to Japan to showcase South African packaged and processed foods at the 48th International Food and Beverage Exhibition (FOODEX) in Tokyo, Japan, from 7-10 March 2023.

That is the driving factor why we are looking at gaining a foothold for our famous range of relish. As it will be the first time that we will be showcasing in Japan, we also intend to collect plenty of data which will in turn inform our product strategy going forward,” he says.

He adds that they have a fully equipped processing-to-packaging manufacturing plant with the capability to manufacture and produce relish, as well as sauces, bastings, marinade, mayonnaise and salad dressings to the specifications of clients.

“We can meet the specifications and volume of any client, both locally and beyond. In my years of doing business, one factor that I have learnt is that trends dictate that one enters into collaborations to succeed especially in foreign markets. This way of doing business makes it easy to adapt to markets that would have normally been extremely challenging to break ground in. For this market and the entire Asian market, I will explore the services of translators, agents, and distributors and I will also explore opportunities in the hospitality industry as it is the one industry that I am interested in the most,” says Leluma.

Companies that will form part of the South African Pavilion at FOODEX are assisted by the Export Marketing and Investment Assistance (EMIA) Scheme of the Department of Trade, Industry and Competition (the dtic). The scheme develops export markets for South African products and services and recruits new foreign direct investment into the country.

SARS, NPA ID arrest woman on R17 million tax fraud allegations

The National Prosecuting Authority’s Investigating Directorate (NPA ID) together with the South African Revenue Services have arrested a woman for fraud and contravention of personal and company tax law related to some R17 million.

The woman, Jaqueline Legoabe, appeared at the Pretoria Specialised Commercial Crimes Court where she was granted R10 000 bail.

According to a statement released by the ID and SARS, the allegations of fraud stem from “proceeds that are derived from alleged Eskom looting”.

“Legoabe, director of Titan E Services (Pty) Ltd, was in the docket for defrauding the South African Revenue Service (SARS) of more than R17.7 million in tax evasion between 2015 and 2020.

“She faces 30 counts of fraud for allegedly failing to declare and misrepresenting some of her income tax returns and that of Titan E Services (Pty) Ltd. She further faces alternative counts of contravening sections 235 (1) (a) and (d) of the Tax Administration Act no 28 of 2011.

“The accused was legally obligated and compelled to submit an annual tax return for the periods stipulated as published in the Government Gazette,” the statement read.

Titan E Services (Pty) Ltd is involved in the fraud and corruption case against former Eskom senior contracts manager France Hlakudi.

Hlakudi is accused of raking in millions of Rands in alleged bribes from subcontractors – including Titan E Services – while he was capital contracts senior manager at Kusile power station. – SAnews.gov.za
