President Cyril Ramaphosa pays tribute to Dr Frene Ginwala, founding Speaker of Parliament

President Cyril Ramaphosa wishes to announce, with great sadness, that Dr. Frene Ginwala, founding Speaker of South Africa’s democratic Parliament and Esteemed Member of the Order of Luthuli, has passed away.

Dr Ginwala passed away at her at home on Thursday night, 12 January 2023, at the age of 90, following a stroke two weeks ago.

On behalf of the nation and of the legislative, executive and judicial components of the State, the President offers his sincere condolences to Dr. Ginwala’s family, her nephews Cyrus, Sohrab and Zavareh, and their families.

The President extends his condolences to Dr. Ginwala’s friends, colleagues and associates in South Africa and beyond.

Born on 25 April 1932, Frene Noshir Ginwala served the anti-apartheid struggle and South Africa’s democratic dispensation in a diversity of roles as a lawyer, academic, political leader, activist and journalist.

In 2005, she was honoured with the Order of Luthuli in Silver for her excellent contribution to the struggle against gender oppression and her tireless contribution to the struggle for a non-sexist, non-racial, just and democratic South Africa.

President Ramaphosa said: “Today we mourn the passing of a formidable patriot and leader of our nation, and an internationalist to whom justice and democracy around the globe remained an impassioned objective to her last days.

“Among the many roles she adopted in the course of a life she led to the full, we are duty-bound to recall her establishment of our democratic Parliament which exercised the task of undoing decades-old apartheid legislation and fashioning the legislative foundations of the free and democratic South Africa.

“Many of the rights and material benefits South Africans enjoy today have their origins in the legislative programme of the inaugural democratic Parliament under Dr. Ginwala’s leadership, with Nelson Mandela occupying the seat of the first President to be elected by the democratic Parliament.

“Frene Ginwala epitomised the ethos and expectations of our then fledgling Constitution and played an important role in building the capacity of Parliament through the transformation of activists and leaders into lawmakers who were in turn able to transform our country.

“Dr. Ginwala was similarly influential and instrumental in shaping the advancement of democracy and the entrenchment of democratic political processes and fundamental socio-economic rights in the Southern African Development Community and the continent at large.

“Beyond African shores, she positioned our young democracy both as one that had as much to contribute to as it had to learn from global precedents and experience.

“We have lost another giant among a special generation of leaders to whom we owe our freedom and to whom we owe our commitment to keep building the South Africa to which they devoted their all.”

Government respects the family’s wishes for a private funeral.

Details of an official memorial event will be announced in due course.

Premier Alan Winde welcomse appointment of Wendy Kaizer-Philander as Chief Whip

Premier and Democratic Alliance Western Cape Provincial Parliament Caucus Leader Alan Winde wholeheartedly welcomes the appointment of the Honourable Wendy Kaizer-Philander as the party’s Chief Whip in the Provincial Legislature.

“I believe the Hon. Kaizer-Philander is the right person for this important position and will play an important role in furthering the work of our Provincial Parliament,” Mr. Winde said.

He added, “Wherever she has served, she has done so with pride, courage, and dignity.”

Through the course of her career Hon. Kaizer-Philander has worked hard and diligently, from her time at the Drakenstein Local Municipality to the Western Cape Legislature. Her strong work ethic is admirable and will serve the House well.

Since being sworn in as an MPP in 2018, she has held numerous positions on parliamentary committees ensuring their oversight mandate is adequately fulfilled.

As a member of the Democratic Alliance Women’s Network (DAWN), she has also helped drive the empowerment of women in our province.

“Hon. Kaizer-Philander is a valuable member of our parliament and I wish her all the best in her new role,” concluded Mr. Winde.

South Africa: Gas tanker explosion death toll rises to 40

BOKSBURG (Gauteng, South Africa), Gauteng Premier Panyaza Lesufi says the number of those that have died as a result of the tragic gas tanker explosion in Boksburg in December has increased to 40.

This includes at least 12 health-care workers who were based at the Tambo Memorial Hospital near the location of the blast.

Others are still in hospital while a further 23 have been discharged.

“There are no words to adequately convey our condolence to the affected families that are now having to deal with 2023 on matters that they didn’t foresee.

“It will take time for the wounds to heal but we are ready as the Gauteng Provincial Government, together with all components of local government, to walk this painful journey with all the affected families and further assist in whichever way we can.

“This has not been an easy period, particularly for those who have lost their loved ones. We implore our health professionals to provide the best care to those that are still on their road to recovery,” he said on Thursday.

Lesufi added that some families will be pursuing legal action against the company that owns the gas tanker.

“We really believe this is within their rights to pursue whatever means of recourse available to them within the legal system. This, however, does not mean that government must not pursue the matter to its logical conclusion.

“As government we have not abandoned our mission to protect, care and give them the necessary support. We will be the last ones on the scene and until each and every family is supported, until each and every institution is supported, I want to commit the GPG to be there until the last moment,” he said.

The Premier said trauma, debriefing services and psycho-social work continues to be offered to the families and those affected.

Turning to the damage caused by the explosion at the Tambo Memorial Hospital, Lesufi said Gauteng’s Department of Infrastructure Development (DID) has already completed some of the work.

“The construction work for the replacement of broken windows at the hospital, including the nurses’ residence, has been completed. Some of the [other] work is almost complete following delays because of the festive season break,” he said.

Work to restore the hospital’s casualty unit, however, is expected to take longer.

“Due to the extent of the damage, the casualty unit at the hospital remains closed. The [DID] maintenance team has developed specifications and costing for this remedial work and they’ve given [this] to the Department of Health for approval and…the Department of Health has approved. The DID have subsequently appointed a contractor.

“We now anticipate the conclusion of this work in four weeks’ time so that that hospital can go back and function again,” he said.

Deputy Ministers to embark on ex-miners compensation outreach programme

The Deputy Health Minister, Dr Sibongiseni Dhlomo, will embark on the ex-mineworkers compensation fund outreach programme in KwaZulu-Natal to sensitise stakeholders about the unclaimed social protection benefits by ex-mineworkers amounting to R10 billion.

The Deputy Minister of Employment and Labour, Boitumelo Moloi and the Deputy Minister of Mineral Resources and Energy, Dr Nobuhle Nkabane will join Dhlomo in the drive.

“The programme is part of government’s efforts to track, trace and pay the former mine workers or their dependents who qualify for compensation funds, class action settlement funds and pension/ provident funds,” a media statement read on Friday.

According to the media release, the Deputy Ministers will meet the traditional leaders and other invited stakeholders as part of the “sensitisation” efforts of the programme within communities.

The outreach will kick start on Monday, 16 January 2023, in Pongola and will wrap up on Wednesday in Ulundi, where the team will also visit schools around the area.

This will be followed by the planned community engagements that will unlock and facilitate the payment of compensation through cash transfers to the ex-mineworkers or their dependants.

The Department of Health said it will conduct screening for the presence of mine-related lung diseases.

“These events are only open to the invited stakeholders, traditional leaders and media. Public events are planned for the following week.”

Suspects in alleged mob justice killing, arrested

GQEBERHA - A total of five suspects (3 males and 2 females) aged between 31 and 48 are appearing in the New Brighton Magistrate’s Court this morning on charges of murder and attempted murder.

It is alleged on Saturday, 07 January 2023, the sister of the deceased realised that her SASSA card and book was missing from her house in Somfula Street in Zwide. When her brother, Luwando Kana (31) and her cousin denied any knowledge of her cards, she informed the community. Approximately 30 people arrived at the house and took the duo to a nearby park where they were assaulted with sjamboks, water pipes and sticks.

They were later brought back and on the following morning, 08 January 2023, Kana was found dead in the house. His cousin, aged 42 sustained severe injuries and was taken to hospital for medical treatment.

During the early hours of Thursdya, on 12 January 2023, SAPS Kwazakele members arrested five suspects at their houses in Zwide. They are charged for murder and attempted murder.

Nelson Mandela Bay District Commissioner, Maj Gen Vuyisile Ncata has once again strongly condemned these senseless acts of violence. ‘Irrespective of how angry a person or community is, the law cannot be taken into their own hands and any act of a criminal nature either seen or perceived must be reported to the police. Every citizen must abide by the law and to inform police of any suspect/s or to call police if you (the community) managed to arrest an alleged suspect in order to avoid any further criminal acts through mob justice .Vigilantism cannot be a justifiable act of punishment for anyone. The community must refrain from making assumptions without verifying the facts. Many times the community takes the law into their own hands and no cases are reported against the person/s they allege to be a suspect/s,’ warned Maj Gen Ncata.

Beware of bogus institutions of higher learning

FREE STATE - The month of January is when parents and their children seek accommodation and others enroll at various Higher Learning Institutions of learning with the hope of furthering their studies.

However, parents are advised to be aware of bogus accommodations that are only available over the phone and online, as well as institutions of higher learning that only exist by name and have no campuses or classes.

Police in the Free State are pleading with parents or guardians not to deposit any cash into any account before they physically visit the institution or see the available accommodation. This is to avoid being scammed as cases of parents who were defrauded were registered in previous years at police stations in and around the province.

To confirm if the Institution of Higher Learning is registered and Legitimate, please contact the Department of Higher Education and Training on 0800 872 222 or 012 312 6300/5881 before you deposit any funds into any account as provided by any institution.

"Let us stop bogus institutions and people who defraud guardians or parents off their education savings. If you suspect something dodgy, it probably is a fraud. verify with the relevant body so you can save yourself from being scammed of your hard earned cash" said Free State Provincial Commissioner Lt Gen Baile Motswenyane.

Ministers’ to attend the funeral service of Mr Mboneli Vesele – the protector to the University of Fort Hare Vice Chancellor

The Ministers’ of Higher Education, Science and Innovation, Police and Presidency will be attending the funeral service of the late Mr Mboneli Vesele, the Executive Protection Officer to the University of Fort Hare, Vice Chancellor, Prof Sakhele Buhlungu.

Mr Vesele was assassinated on Friday evening, the 6th January 2023, outside the Alice official residence of Prof Buhlungu, the Vice Chancellor of the University of Fort Hare.
