Police Ministry satisfied with SAPS operational safety plans ahead of major events across the country

KWAZULU-NATAL – The South African Police Service (SAPS) including the country’s intelligence community have assured the Police Ministry that all necessary safety precautions are in place to safe guard all major events this weekend, including the ceremony to handover a certificate of recognition to King Misuzulu ka Zwelithini in KwaZulu-Natal.

The assurance comes as the Ministry on Friday, 28 October 2022, received a comprehensive security report from the SAPS, on the measures in place ahead of the Zulu King’s certificate handover hosted at the Moses Mabhida Stadium in Durban.

Following the briefing by the SAPS, Police Minister, General Bheki Cele addressed operational members of the SAPS, deployed to the handover ceremony. The members include specialised units of the service, the eThekwini metro police and road traffic law enforcement agencies who will be deployed in and around the precinct of the Durban event.

The heightened deployment is in response to the expected high volumes of around 48 thousand attendees including dignitaries from within our boarders and beyond.

Minister Cele says police, as usual will be out in full force to safe guard major events.

”Threat or not, police are ready to safeguard all four major events hosted in South Africa, that’s their job, whether the occasion is in KZN, Gauteng or Western Cape, police will be on hand to ensure all the planned events, including the handover ceremony in Durban will be among the safest events.”

The Police Ministry is encouraging invited attendees and revellers of the various events hosted during the coming weekend, to rest assured knowing that all security measures are in place.

Former municipal manager arrested for fraud

MPUMALANGA – The former municipal manager of Nkomazi Local Municipality at Malelane, Muzi Daniel Ngwenya (55) was arrested by the Nelspruit based Hawks’ Serious Commercial Crime Investigation for fraud, theft and contravening the Municipal Finance Management Act on Friday, 28 October 2022.

The arrest followed after an investigation was carried by the Hawks where it was established that during December 2021, the suspect bought a pre-owned Mercedes Benz from a vehicle dealership in Bedfordview, Johannesburg using the municipality funds. He reportedly registered the vehicle on his name, prejudicing the municipality an actual loss of R900 000-00.

The suspect appeared before the Tonga Magistrates’ Court on 28 October 2022 and he was granted R10 000-00 bail. The case was postponed to 25 January 2022 for further investigation.

NATJOINTS on safety and security measures in place for the handing over of the certificate ceremony in Durban

DURBAN – The National Joint Operational and Intelligence Structure (NATJOINTS) which comprises of various government departments including the South African Police Service (SAPS), the South African National Defence Force (SANDF) and the State Security Agency (SSA), has put measures in place to ensure a safe and secure delivery of the handing over of the certificate ceremony at the Moses Mabhida Stadium in Durban, on Saturday, 29 October 2022.

All law enforcement agencies have been deployed and are on high alert to ensure that the event takes place in a secure environment, with no incidents of criminality before, during and post the event.

48 000 guests are expected to be in attendance including Heads of States, Former Presidents, Traditional leaders and other dignitaries.

Attendees are advised that dangerous weapons including traditional spears won’t be allowed in the venue.

To this end, the NATJOINTS is calling for the cooperation of the public, including those who will be in attendance as well as spectators.

Any action aimed at disrupting the event or intentionally contravening the law, will be dealt with accordingly within the ambit of the law.

The NATJOINTS has further directed all law enforcement agencies securing the event to execute their duties according to their Constitutional mandate and within relevant prescripts.

In relation to aviation security, a Notice to all Airmen (NOTAM) has been issued by the Civil Aviation Authority which restricts the airspace within 2,0 nautical miles from the Moses Mabhida Stadium on the 29 October 2022 between 04:00 and 21:00. Only the South African Police Service (SAPS) will have flexible use of airspace during this period. Please note that this is strictly a NO FLY ZONE FOR DRONES.

As per standard protocol procedures, residents of Durban, spectators and those who are operating businesses in the vicinity of the Moses Mabhida Stadium are advised about road closures ahead of the event.

A list of the road closures will be shared on the SAPS and GCIS social media platforms.

Police operations land suspects behind bars for the illegal possession of firearms

WESTERN CAPE – The illegal possession of firearms, one of the root causes of serious and violent crimes in our communities saw three suspects arrested in police operations on Thursday evening.

Members of Operation Restore were busy with stop and search operations in Driftsands when they searched a male and found him in possession of a 9mm pistol with ammunition. The 22-year-old suspect could not produce a license to possess the firearm and was arrested and detained on charges of possession of an unlicensed firearm and ammunition.

The suspect will appear in the Blue Downs Magistrates court on Monday, 31 October 2022.

In an unrelated matter members of the Provincial Extortion Task Team were busy with tracing operations in the Philippi East policing precinct when they received information about suspects who are in possession of firearms in Marcus Garvey and followed up the information. Upon searching the premises the members found two 9mm pistols and ammunition in the dwelling. A 20-year-old male was arrested for the possession of unlicensed firearms and ammunition.

Furthermore the same members arrested a 34-year-old suspect also in Marcus Garvey for the possession of unlicensed firearms and ammunition when they searched a premises and found two 9mm pistol with ammunition on the premises. The suspect could not produce any licences for the firearms.

Once charged the suspects will make their court appearances in the Athlone Magistrates court respectively.

SA open for Spanish business

President Cyril Ramaphosa says South Africa is greatly encouraged by the number of Spanish companies investing in the country’s economy across a range of sectors.

Speaking at the SA-Spain Business Forum in Pretoria, following bilateral talks with his Spanish counterpart President Pedro Sánchez Pérez-Castejón at the Union Buildings, the President said he greatly appreciated the opportunity to meet with business leaders from the two countries.

He told the Spanish delegates that South Africa is open for business.

“We want to see higher levels of foreign direct investment by Spanish companies into South Africa. We also want to see more South African companies investing in Spain,” President Ramaphosa said.

He the engagement between South and Spain was a valuable platform to improve the balance of trade between the two countries.

“South Africa and the Kingdom of Spain have a well-established bilateral economic relationship, which provides a firm platform for growth and expansion.

“South Africa’s focus is to increase the export of value-added goods and services to Spain. Our focus, in this regard, is on mining equipment and technologies, advanced manufacturing, alternative energy equipment, pharmaceuticals, agricultural products and food processing equipment.

“Spain’s investment into South Africa is concentrated in the renewable energy, tourism, steel, automotive, water and agro-processing sectors. Companies such as Acciona and GRI have made significant investments in the renewable energy sector,” President Ramaphosa said.

President Ramaphosa said the COVID-19 pandemic caused severe disruptions to both developed and developing economies.

“In response, South Africa adopted an Economic Reconstruction and Recovery Plan that prioritises spending in infrastructure, an employment stimulus to create and sustain jobs and measures to deepen local industrialisation.

“To support a rapid economic rebound, South Africa has prioritised interventions to drive industrial growth and the expansion of energy generation capacity. These initiatives are providing great opportunities for investors. We are expanding local production to make South African exports more competitive,” the President said.

President Ramaphosa said sectoral master plans have been developed for key industries like agriculture and agro-processing, renewable energy, automotive and steel.

He said in 2018, South Africa set an ambitious target of attracting R1.2 trillion or around $100 billion in new investments over a five-year period.

“Through four South Africa Investment conferences, the latest being in March this year, we have nearly reached our target. We hope to see a strong showing by Spanish companies at the 5th South Africa Investment Conference next year.

“We are implementing a range of interventions to rapidly expand our energy generation capacity. We are increasing the procurement of renewable energy, upscaling the use of gas and battery storage, and removing regulatory restrictions on self-generation.

“We are greatly encouraged by the overwhelming response from the private sector, particularly the mining sector, to generate their own electricity,” President Ramaphosa said.

Earlier on Thursday, President Ramaphosa hosted the Spanish President at the Union Buildings where they held discussions followed by the signing of agreements.

South Africa is currently the 12th highest destination for Spanish exports, and Spain is the 20th highest destination for South African exports.

Eskom working to implement energy security plans

Eskom says it is focusing on implementing all projects in order to meet the required 53GW of new additional energy for the period up to 2032 which will ensure energy security.

The power utility said the new additional capacity needed will come particularly from renewable energy sources and takes into account the current energy deficit of between 4 000 and 6 000MW.

Eskom Transmission Managing Director, Segomoco Scheppers, described the next five years as “very critical” for energy supply security.

“If the TDP [Transmission Development Plan] 2022 requirements to deliver an adequate transmission network capacity by 2027 are to be met, a significant investment of R72.2 billion will be required to expand and strengthen the transmission grid over the next five years.

“Of this amount, R50.8 billion is required for new capacity expansion projects to meet the reliability requirements, connection of new generation capacity and loads, as well as to acquire servitudes. A further R21.4 billion is required to refurbish the existing asset base and procurement of production equipment,” he said.

In a statement, Eskom explained that the R72 billion will be used to build at least 2890km of extra high voltage lines and some 60 transformers by the 2027 financial year.

“Accommodating this increased generation capacity means that a reliable and adequate transmission system is required to integrate and dispatch this new capacity to the load centres across the country.

“Given uncertainty in the longer term and noting that the Integrated Resources Plan as a policy document is currently being updated, Eskom is placing a strong focus on the implementation of projects over the next five years.

“This requires that some challenges beyond Eskom’s full control, such as the lead time to obtain servitudes, among other relevant authorisations, as well as the resource capacity in the country, be urgently addressed,” the power utility said.

Measles outbreak cases increase to 11 in Limpopo

The National Institute for Communicable Diseases (NICD) announced on Friday that the number of measles infections has increased to 11 as of 27 October 2022 in the Greater Sekhukhune District, Limpopo.

This comes after the NICD declared a measles outbreak after three cases from two healthcare facilities were reported in the same district early this month.

“The ages of the measles confirmed cases ranged from nine months to 24 years, with four males and four females,” the public health institute’s statement read. 

According to the data, of the latest infections, three children were fully vaccinated for measles, while two cases had unknown vaccination histories.

In addition, two children had not been jabbed against the viral infection. 

“One measles case was hospitalised and another developed pneumonia without hospitalisation.”

Limpopo and Greater Sekhukhune District health officials have since started public health response activities with the support of the NICD and the World Health Organisation (WHO).

These activities, according to the NICD, include evaluating medical records to identify missing measles cases, contact tracing, screening for suspected measles and collecting blood and throat swabs for measles diagnostic tests.

The NICD has reminded citizens that measles patients present with fever, rash, and one or more of these symptoms, cough, red eyes, and runny nose.

In addition, complications of measles include pneumonia, diarrhoea, dehydration, encephalitis, blindness and death.

The NICD explained that measles complications are severe in malnourished children and those infants under the age of two.

People of any age who are unvaccinated can catch measles and develop the disease.

Meanwhile, the NICD said clinicians and caregivers should be on alert for anyone presenting with the above symptoms and signs and check children’s road-to-health booklets to ensure measles vaccinations are up to date.

Measles vaccines are given routinely at six and 12 months of age.

“It is never too late to vaccinate against measles.”
