President to visit disaster struck Jagersfontein

President Cyril Ramaphosa is expected to visit the Jagersfontein area today where flooding from a disused mine has caused the evacuation of hundreds of people from their homes and the death of at least one person.

On Sunday evening, the Free State government confirmed the single death and added that at least 40 people have also been hospitalised with two others missing.

“The President’s thoughts and prayers are with the families of three people who lost their lives in the incident which allegedly involved a pipe burst from a mine at Jagersfontein around dawn [on Sunday].

“The President wishes injured survivors a speedy recovery and a positive outcome in the search for missing residents of the Charlesville neighbourhood. The President appreciates the rescue and recovery efforts in which emergency services and police from towns surrounding the mine and from Mangaung are engaged,” the Presidency said in a statement.

Meanwhile, Eskom says it has experienced a total loss of supply to Centlec – the electricity distributor to the town – due to the mudslide.

Three more users on another feed have also been affected and the Jagersfontein mine are also without power.

“Due to the current situation in the Jagersfontein area and inaccessibility of our substation, it is impossible to estimate when supply will be restored or to determine the extent of the damage. Since Eskom’s telecommunication system is also affected by the flood, the impact on surrounding networks is unclear. Any meaningful updates will be promptly communicated.

“Electricity users are urged to treat all electrical lines sockets and appliances as live and dangerous. We wish to express our sincere condolences to those affected by this catastrophic event and commend emergency services for their swift response,” Eskom said.

Fifth person arrested for murder of Collins Chabane Municipality mayor

A team of investigators assigned to probe the murder of late Collins Chabane Municipality mayor, Moses Maluleke, has positively linked a suspect to the killing, says the South African Police Service (SAPS).

The suspect was recently arrested along with three other people nabbed for a spate of serious crimes.

This linkage brings the total number of suspects arrested for the murder of the Mayor to five, said Limpopo SAPS spokesperson, Brigadier Motlafela Mojapelo.

The Mayor was shot and killed at his home on 21 July 2022. His 18-year-old son was also shot and injured during the incident.

Mojapelo said: “The Vhembe Trio Crimes Task Team received information about the location of the suspects who were committing a spate of business robberies, carjackings, murders, rapes and burglaries committed in Thohoyandou, Mphephu, Siloam, Vuwani and Levubu policing areas.

“The information was operationalised, which led the team to different locations at Ha-Mutodi, Duthuni, Shayandima and Thohoyandou Block F, where the four suspects were arrested.”

The suspects, aged between 21 and 44, were soon after their arrests subjected to further probes, which positively linked the 30 year-old to the murder of the Mayor.

“The probe also linked the same suspect to the murder of a Thohoyandou Lawyer, Mr Mangwadu, who was attached to the Legal Aid, was shot and killed in January 2022 when entering his home,” he said.

The Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe, commended the team for conducting a well-coordinated operation that led to the arrests.

She also hailed the investigators for their meticulous investigations that positively linked one of the suspects to the murder of the Mayor.

The suspect will today appear in Malamulele Magistrate Court facing a charge of murder. Meanwhile, the other four accused are scheduled to appear in the same court on 19 September 2022.

President reflects on Biko legacy

In considering the relevance of Steve Biko’s life and legacy, President Cyril Ramaphosa has recalled his call to the people to be architects of their own liberation.

In his weekly newsletter to the nation, President Ramaphosa emphasised that this call is as important now as it was back then.

Today – 12 September 2022- marks the 45th anniversary of the death of Stephen Bantu Biko in detention at the hands of the apartheid regime.

“We must be focused on addressing our challenges to achieve a truly free and equal society. We each need to play our part by using the foundational rights in our Constitution to build a South Africa free of poverty and hunger, underdevelopment, crime and violence.

“As Steve Biko urged, let us march forth with courage and determination on our common quest for true humanity,” the President said.

South Africa he said, has come a long way towards the fulfilment of human dignity, the principle that Biko so cherished, but still has much further to go.

“Without a job, without a house, electricity or running water, without land, without skills or opportunities, millions of South Africans are still deprived of the lives they seek and deserve.

“That is why government is working with social partners to build an inclusive economy, create employment, enable businesses to thrive and tackle poverty and hunger.”

The President said it remains a source of sorrow that Biko was just 30 years old when he died.

He said that Biko was cut down in his prime by those who feared the power and resonance of his ideas of self-liberation and his efforts to infuse black men and women with pride and dignity.

“When we won our freedom in 1994, we understood that the right to vote was just one part of our struggle for human dignity.

“Twenty-eight years into our democracy, we are confronted with many challenges, such as poverty, unemployment and inequality. As a result, we often lose sight of how far we have come in giving effect to the principles on which our Constitution is founded and that anchored Steve Biko’s thought and teachings,” he said.

In South Africa today, government continues to work to fulfil the basic rights of every South African “so that they may lead quality lives free of disease, hunger and deprivation”.

The President highlighted that successive democratic administrations have implemented policies to salvage the lost dignity of this country’s majority by providing education, healthcare, housing and basic services.

“In South Africa today, a decent education is a fundamental right. The state invests in early childhood development, in supporting learning outcomes for our youngest citizens, and provides social relief through school feeding programmes to ensure young learners achieve the best outcomes possible,” he said.

Through the National Student Financial Aid Scheme and various other forms of state support, thousands of young South Africans from poor backgrounds have been able to become doctors, lawyers, teachers, scientists, artisans and entrepreneurs.

The President added that government supports poor and vulnerable citizens through an extensive social safety net and provides work opportunities through mass public employment programmes.

MTBPS set for 26 October

Finance Minister, Enoch Godongwana, will table the Medium Term Budget Policy Statement (MTBPS) in Parliament on 26 October 2022 at 2pm.

The MTBPS sets government’s policy goals and priorities, forecasts the macroeconomic trajectory, and projects the fiscal framework over the next three years by outlining spending and revenue estimates, among others.

The statement allows government departments to apply for adjustments to their budgets, apply for roll-overs, and request additional funds for unforeseeable and unavoidable expenditure. It indicates how government intends allocating the upcoming national budget.

National Treasury on Monday said a media engagement session on the MTBPS logistics will be held this week.

“Details will be communicated to all media,” Treasury said.
