Higher Education and Training holds Worldskills South Africa Biennual National Competition Conference

Department of Higher Education and Training successfully hosts the Worldskills South Africa Biennual National Competition, Conference and National Artisan Career Festival

“As the Department of Higher Education and Training (DHET), we are hosting the biennial WorldSkills South Africa National Competition as an important mechanism of promoting artisan skills as a viable career choice as well as to open up potential partnerships with industry. This WorldSkills South Africa (WSZA) National Competition was preceded by Regional Competitions which provided critical platforms for us to select our competitors. Through these regional competitions we were also able to assess the levels of our apprenticeships and artisan development in addition to advocating for the uptake of artisan careers as careers of first choice by our students”, said Minister Nzimande at the opening ceremony of the WorldSkills National Competition, Conference and Career Festival in Durban, KwaZulu-Natal.

Hosted under the theme “Ratcheting up the production of 21st Century Artisans”, the 2022 WSZA National Competition incorporated a two day WSZA Conference at the Inkosi Albert Luthuli International Convention Centre and a Career Festival which took place Mgungundlovu, Esayidi and Mthatshana TVET Colleges, respectively.

The career festivals were preceded by marketing blitz in all the three hosting townships. The intention of the blitz was to provide information to the community about the career festivals, but also to educate the communities about WSZA and opportunities the programme provides to the youth of South Africa, particularly Technical and Vocational Education and Training (TVET) students through its competitions. The aim is also always to reduce the stigma related to artisan careers, provide information on artisan careers and possible career prospects. At the opening ceremony, the Executive Mayor of eThekwini, Cllr Kaunda emphasised Minister Mzimande’s sentiments. He said the WSZA national competition is in line with the vision of government to work with industry and business to transfer skills to local communities. “We are confident that partnerships with industry and business put us in a better position to boost our efforts to develop today’s market skills”, said Cllr Kaunda.

Director-General, Dr Sishi took the conference through the key and fundamental work or programmes the Department is pursuing in ensuring that it delivers on its mandate and mission to provide national strategic leadership in support of the Post-School Education and Training system for improved quality of life of South Africans.  The Director-General spoke extensively about current developments and discussions the department is having with different stakeholders and partners as the department works towards aligning its work to the success of the entire post-school education and training system. The Director-General also used the opportunity to invite business and potential partners to work with the Department in driving its vision.

“Ladies and gentlemen, we have a plan. As the Ministry of Higher Education, Science and Innovation, we have what we call a decadal plan which ensures that the HESI, which is the Higher Education, Science and Innovation system reaches its full objectives as set out in our strategic documents. I want to call upon the delegates of this conference to please interrogate the decadal plan to help us to indeed align the PSET system in the manner that will see all of us achieve the objectives we have set for our sector”, said the Director-General.

The conference was attended by members of the portfolio committee on higher education, science and innovation, led by the chairperson, Ms Nompendulo Mkhatshwa who commended the competitors for their courage to reach the national competition stage where they’d compete for a shot at the international stage.  Also in attendance at the conference were Technical and Vocational Education and Training (TVET) and Community Education and Training (CET) Colleges Principals and college councils members, Sector Education and Training Authority (SETA) chairpersons and Chief Executive Officers, members of organised labour and business and other entities of the Department of Higher Education and Training. Indeed the conference was used as a launching pad for the promulgated National Apprenticeship and Artisan Development Strategy 2030 as it allowed a variety of inputs on the direction the country needs to take in closing the gaps or blockages skilling young people in the country.

At the closing ceremony, the Director-General said “WorldSkills South Africa has become a flagship programme for the entire country and thanks to our colleagues who would, I am sure, agree that they would not have done this great job had it not been for the actual participants or competitors in this programme”.

The competition kicked-off on 7 – 10 June at the Durban Exhibition Centre. The four-day long activities saw students from universities of technology, different employers and colleges across the country wrestle it out in different skills categories for the number one spot that would secure them an opportunity to participate at the international competition.

While the results for all other skills are out, only twenty four (24) out of thirty (30) skills which were initially planned for the competition, were competed in. The skill Cyber Security had to be taken off the competition list while the skill Additive Manufacturing was only an exhibition skill at the competition.

Competition dates for the four (4) remaining skills (Car painting, Heavy Vehicle Technology, Autobody Repair, Electrical Installations will be announced in due course.

Western Cape Education gives parents last chance to confirm places for 2023

Last chance for parents to confirm places for 2023

Parents and caregivers have until midnight tonight to confirm and withdraw places with regards to successful applications for the 2023 school year.

On 18 June 2022 at 00:01, the Western Cape Education Department (WCED) admissions system will be automated to confirm all the applications where parents/guardians have not already confirmed.

The system will then auto-confirm the first successful offer as listed by the parent/guardian on the system.

This particularly applies to learners who had been accepted at more than one school.

Once a place has been confirmed, all other successful offers will be withdrawn. This will, in turn, free up many available places at schools for learners on waiting lists.

The Head of Department, Brent Walters, wrote to schools this week appealing for schools to ensure that their admissions teams are prepared and ready to review their admission lists on Monday, 20 June 2022 and to contact as many parents/guardians as possible before schools close on 24 June 2022, according to the new revised lists.

“There are many parents/guardians who are understandably anxious about their child not having a confirmed place at a school yet. The school holidays will further delay the confirmation process as schools will be closed. Please let us all help parents/guardians to overcome this anxiety and stress by confirming as many places as possible before 25 June 2022,” he said.

The WCED is also appealing to parents who have not applied for 2023 to do so as soon as possible. Parents can call or visit our district offices for assistance where they will be placed on the WCED’s late application list. Schools are requested to ensure that administrative staff provide parents/guardians with district admissions officials’ contact details and not to simply turn parents/guardians away. If a school can assist, and is able to place a learner, the school is encouraged to do so.

The admission process is a process that involves all roleplayers to work together to achieve the same end goal – ensuring that all learners are places timeously in a school ahead of the 2023 school year. While the WCED has begun this process early, compared to other Provinces, this is done so for a reason. We need the combined cooperation of parents, schools and WCED officials to ensure that as many learners as possible are accepted and that the relevant support plans are put in place to accommodate growth in certain areas.

This next phase relies on the cooperation of schools to finalise their admission lists as soon as possible. It will also inform our plans for infrastructure and resource delivery in the months ahead.

South Africa commemorates Africa Public Service Day

South Africa will join the rest of the African continent next week to commemorate Africa Public Service Day (APSD) as part of its annual celebrations.

South Africa will mark the annual programme through a weeklong series of activities starting on Monday 20 – to 24 June 2022, with a virtual launch as the precursor of the local events to be held country wide by various government departments.

The main national event will be held on 23 June 2022 in Tzaneen, Limpopo in line with the continental APSD calendar.

This year’s continental celebrations will be held under the theme: “Rebuilding the State and restoring trust and pride by tackling human capital development challenges for social and economic development”.

The focus of the continental theme is to dedicate the year to strengthening the fight against malnutrition in all its forms, drawing on the potential of its populations while the local events will zoom into the other sub- themes in a South African context.

The sub- themes include:

The fight against malnutrition- strengthening social protection/ food security systems, and creating healthy lifestyles;

Building public value and trust for active citizenship and social partnering;

Building resilience in the public service administration.

Malnutrition in Africa is considered high in comparison with the rest of the world, at the same time, overweight, obesity and non-communicable diseases related to the quality of diets are increasing rapidly, worsening morbidity and mortality rates.

Malnutrition through its negative effects on the development of human capital and its productivity, contributes to the delay in African countries’ economic and social development, with unacceptable human consequences on African individuals, communities and nations.

Human capital is key for development as it leads to improved lives for individuals, higher earnings and improved incomes for countries.

In addition to existing malnutrition challenges, the global health crisis of Covid-19 has greatly exposed the economic vulnerability of African countries.

APSD Background

The APSD is an annual event on 23 June. It is an entrenched strategic programme on the African Union (AU) calendar, and part of collaborative work of the Pan-African Ministers programme aimed at enhancing governance and public administration across the continent.

The initiative emanates from the declaration of the first Pan African Conference of Ministers of Public/Civil Service held in Tangier, Morocco in 1994.

The continental APSD event provides member states opportunities for benchmarking, and cross-pollination of service delivery improvement ideas, best practices and innovation in the public service.

The APSD programme will also be observed in various AU member states.

Deputy Minister Pilane-Majake to launch the 2022 Africa Public Service Week

The Deputy Minister for the Public Service and Administration, Dr Chana Pilane-Majake will on Monday 20, June 2022, launch the Africa Public Service week, setting- off the continental programme’s weeklong annual celebrations.

The virtual launch will serve as a precursor to a series of events which start on 20 June and end 24 June 2022 hosted by various government departments across the country as part of the continental programme.

This year’s continental celebrations will be held under the theme: “Rebuilding the State and restoring trust and pride by tackling human capital development challenges for social and economic development”.

Deputy Minister Buti Manamela hosts Career Exhibition Expo at Waterberg TVET College in Thabazimbi, 18 Jun

The Deputy Minister of Higher Education, Science and Innovation to host a career exhibition expo in Thabazimbi, Limpopo

The Deputy Minister of Higher Education, Science and Innovation, Mr Buti Manamela, will host a Career Exhibition Expo at Waterberg TVET College in Thabazimbi on the 18 June 2022.

The Waterberg Careers Exhibition Expo is an initiative of the Deputy Minister of Higher Education, Science & Innovation, Mr Buti Manamela. The expo is aimed at exposing young people from the various schools, PSET institutions and the unemployed youth of the Waterberg District, to available opportunities within the various sectors of our economy, especially those present within the Waterberg area.

The main activities of the Waterberg Careers Exhibition will include career guidance, motivational speaking, information dissemination by the Sector Education and Training Authorities (SETAs), exhibitions by business organisations, peer motivation, etc.

Learners from the 8 high schools from the surrounding areas of the Waterberg District will be given preference to attend the Exhibition, including the students from both Waterberg TVET and Lephalale TVET colleges.

Employment and Labour hosts 2022 World Competitiveness Yearbook Survey, 21 Jun

South Africa’s competitiveness in 2022

The Department of Employment and Labour (DEL) entity tasked with promoting productivity and employment creation, Productivity SA will launch the Switzerland ‘s Institute of Management Development (IMD) ‘s 2022 World Competitiveness Yearbook Survey (WCY) next week on Tuesday 21st June 2022. The Deputy Minister of Employment and Labour, Honourable Boitumelo Moloi, will deliver the keynote address at this event.

The WCY ranking is an annual report on the competitiveness of selected countries and is recognised internationally as the leading executive opinion survey of competitiveness between nations. It rates the ability of  64 industrialised and emerging economies to create and maintain an environment that sustains the competitiveness of enterprises.  Productivity SA is the IMD partner in South Africa and helps with collation of data.

During the launch South Africa ‘s competitiveness results will be announced in the following four competitive sectors of:

Economic performance

Government efficiency

Business efficiency

Infrastructure

The Office of the Premier welcomes Regan Thaw as its new Spokesperson

I would like to warmly welcome Regan Thaw to the Office of the Premier. Mr Thaw has been appointed as the new Spokesperson to the Premier and I would like to congratulate and wish him well on his appointment.
